Depends on what you're doing. If you're going to be in and out of water a lot, carrying gear and moving, then you can't get much better than LALO amphibian boots and sealskinz socks.

If you just live in a wet area with day to day rain and step in puddles occasionally but you're trying to go about daily life and business, probably something like LL Bean boots.
