Even if every single trucker stopped delivering to a given city, the grey market would pick up the supply and fill the demand very quickly. If there is money to be made, people will do the job, the cost of the goods will go up with the danger

If they are willing to leave off lack of turning space, what makes you think they are willing to drive into a city with protest and riots that are likely to drag them from their truck and be beaten to death?
