You can grant or remove the ability to @ everyone and here by role and by channel

right click the discord (on the far left edge) and click notification settings

Some of the roles were still allowed to make @ mentions

I thought I disabled it in every role by unchecking that

Easiest way is to assign everyone ‘pleb’ role without the ability to @ everyone
