Can't tell AZ the camera doesn't show when shots were fired. Is it possible that he posed a threat to the first officer, thus causing the 2nd cop to open up on him. There was only sound as camera pointed away from conflict at that point

basically if what I'm seeing is the series of events is correct the cops pulled a sleeping dude illegaly out of his car, he was a bit drunk so he resisted when on the ground, guess he stole a tazer or something that wouldn't be lethal to the cops, and then the cops gunned him down as he ran away
