Possible restructuring Of government Department of Homeland Security: New Purposes: Absorb the various executive branch's security services into a new single cabinet-level agency. The heads of each former service will have 6 months to create a brief and detailed Situation Report on the state of their services. The Situation Report should be the kind of file that is intended to be handed to C.O.G surviver, short and direct. Outlining the number of employees; Specifically the employees actually engaged in any form of law enforcement and the employees and official staff that support them. Those engaged in support roles and all deemed "superfluous" by the President will have an effect termination date of one year (366 days max.) The support staff may apply for open positions in the new Department of Homeland Security

This new Department will replace the bargaining structure of all employees, past and present. Individual appeals for the continuation of previous benefits may be considered by appeal to an officer that handles the communication with former employees of all the previous services. Create, in the next 4 months, a singular Guide of Service, going  detail with the protection of all Federal property and officials. Defund the pension and benefits of all employees and officials that are not full vested in legal plans by the 365 day after this is enacted

Now Some Fun: If any lawsuits, class-action suits or other court order requires the use of a Department of Homeland Security officer. They will not enforce the order. Or rather, they will not have received the order. All such lawsuits would need to name someone, but all communication with and for former services is handled by an officer. This offer deems all such subpoenas as undeliverable and returns them to the court with prejudice. Since the net job reductions would be almost exclusively in management, the increases to the pool of exceptional potential managers will lower the bargaining position of the agency. Thats good as it saves on expenses. And because the employees know that they no longer have the protection of seniority, you would expect better management, lower wage expectations and lower cost per employee for benefits.

This Executive Branch Restructuring does not apply to all law enforcement agencies so don't let the opposition fear monger you. This is a simple idea: instead of the dozens of different agencies, bureaucrats and lobbyists, make one by dissolving them and founding a new Department. That's the prerogative of the President and it is just a signed declaration away.

I used to do gauntlets on my horse with a saber. We'd go through a course, chopping at watermelons, stabbing and picking up objects from the ground while going past, charging and catching rings with my saber. And we'd shoot at balloons as we went by.
