if its been like that forever then that could be. One way or another its the extractor or spring though. should just be a couple minutes work and the only risk is having to replace the extractor anyway. Its not gonna cause any damage to anything else though.

so, when the spring is pressing on the extractor, its pushing it inward toward the center of the bolt. theres a surface on the extractor the touches the bolt keeping it from moving inward further. if you take some of that surface off, the extractor will be able to move in a little further, letting the hook on the extractor grab more of the case

since 22s are blowback, that could be because it doesnt create enough pressure to expand the brass into the chamber, so the pressure from the round is just pushing the case out by itself. But I would test that first.
