308 performs very poorly out of short barrels. I'd say 18" at the bare minimum, and 20" is around the standard. You could probably swing 16" but it'll be very loud and suffer a bit in velocity.

If you're wanting to shoot long range, just about any cartridge will require a long barrel. If you just want to hit things hard, there's cartridges like 300blk that will do it out of a short barrel

9mm ar's are also finicky. Only some have lrbho and those ones work half the time. As a first rifle, I typically suggest a serviceable ar15 unless it's a real little kid, then 22
