In the cosplay world, sets can be made out of pretty much anything from foam to even steel if you have enough of the shit. I've been working on a set made out of aluminum for airsoft stuff. If we're not going for authenticity, you could make essentially a protest set out of a wetsuit at some thick rubber for relatively cheap

Not necessarily. Usually Mando armor cosplays consist of a base layer, often a jumpsuit, then a vest on top of that, and then the armor is typically buttoned or hotglued on. The version I'm suggesting would be attached to a wetsuit, which are usually pretty thin.
